Martial Arts Ranks Certificate

Traditional martial arts Question 3?
If you watched my first two questions on the tests try to rank it. Who is qualified to issue certificates of rank (Menjo)? I mean the certificates that are considered valid in other martial arts dojo.
back to the old rules FAJKO http://www.judoinfo.com/karateranks.htm In late 1940 and 1950, each new association, including Gojukai, Shito-Kai, Chito-Kai, and Japan Karate Association Shotokai codified their rank and published accordingly. In general, many instructors created a board or council to govern the association. Some leaders, both the Chief Instructor, President, Director or president would have the authority to sign on Menjo (certificate level). In this way, the upper most reach their rank by being recognized and "signed" by the board or committee.
